The Ministry of Primary and Secondary Education (MoPSE) strives to ensure that all children have access to quality, inclusive, and equitable education. Formal education includes nine years (infant and junior) of primary schooling, and six years (lower and upper) of secondary education. Enrolment rates are particularly depressed (ECD A: 13%; ECD B: 26%; Junior: 78%: Lower Secondary: 69%) compared to pre-pandemic levels.

The 2020 School Financing Policy recognizes the short-term nature of donor funding, and therefore advocates for revenue-generating strategies to increase public spending on education. The policy makes no clear proposals, however, but gives consideration for public-private partnerships that may increase free access to education services at the point of delivery.

The program will reach 200,000 children in Zimbabwe over the three-year period. 24,000 children will be reached through the Feasibility and Demonstration Schools Projects. The Core Program Initiative will reach 176,000 children by the end of year three. This translates to 10 percent of total enrolment at the Infant Level (ECD to Grade 2), at a cost per child of US$7.50 (seven dollars and fifty cents), based upon the $1.5 million investment that the Foundation is seeking.

I am absolutely convinced that here lies an approach that will give a number of countries a good shot at getting SDG four accomplished. That I think is a major achievement.
